VINELink Coverage in Lyon County
Kentucky calls the service VINE, short for Victim Information and Notification Everyday. The Kentucky Attorney General's VINE page describes statewide automated information for people housed in participating local jails, adult correctional facilities, and certain juvenile facilities. It can therefore cover a Lyon arrestee held at a participating receiving jail as well as a KY DOC prisoner at Kentucky State Penitentiary or Western Kentucky Correctional Complex.
Lyon County Jail is listed as closed, so do not select it as though it were an active local booking site. For a recent Lyon arrest, ask the Sheriff which facility received the person, then compare that answer with VINE. A state-prison result belongs to KY DOC even though the prison sits in Lyon County.
When a person is held, Kentucky says VINE provides the current jail or institution, its address, and telephone number. When the reporting system lists the person as not in custody, it provides a release date. That date supports the end of the reporting facility's custody. It does not, by itself, rule out transfer, a detainer, supervision, or a later booking.

VINE does not supply every legal detail of a release. A receiving jail's release sheet can show the actual exit and reason. A Lyon court order can show bond, dismissal, probation, or another judicial basis. KOOL and Daily Releases can distinguish parole, mandatory reentry, conditional discharge, sentence expiration, and detainer for state offenders.

Kentucky states that telephone registration is not disclosed to the inmate. The VINE telephone line is 1-800-511-1670, and TTY access is 1-866-847-1298. Registration should supplement, not replace, direct safety planning and contact with the responsible agency.
Kentucky VINE Alert Timing
Kentucky's notification timing varies by custody event. A jail-release telephone call repeats every 30 minutes for up to 24 hours or until the recipient acknowledges it. A scheduled state-institution release may produce an attempted notice 72 hours in advance. Those are different workflows.
Immediate court action, time-credit changes, parole action, discharge, or escape may generate notice only when the event occurs. Advance notice is therefore not guaranteed for every route. Keep the registration current, acknowledge telephone calls with the PIN, and verify urgent facts with the holding agency.

Lyon VINELink Limits and Confirmation
VINELink does not cover federal BOP or ICE custody. Use the BOP Inmate Locator for a federal prisoner and the ICE locator for a factually supported immigration-custody path. A federal “Not in BOP Custody” result is limited to BOP, and an ICE no-result is limited by its current and recent-release scope.
For a local arrest, call the Lyon Sheriff to identify the receiving jail, then request that jail's release sheet. For KSP or WKCC, compare VINE with KOOL, the dated KY DOC Daily Releases report, and DOC records. When a detainer appears, check the named receiving authority before saying the person entered the community.
VINE is also not an all-purpose historical archive. Older proof may remain in a jail custody log, Lyon court file, DOC archive, or written agency response after the online status changes. Preserve the actual release date, facility, release type, and source rather than reducing the result to a yes-or-no claim.
Lyon Registry Is a Separate Tool
The Kentucky State Police Sex Offender Registry is a specialized post-release system only for people legally required to register. It may display identity, photograph, address or status, offense information, and compliance details. Its scope is not the same as VINE.
Absence from the registry says nothing conclusive about a general release history. Use VINE for participating custody changes, the registry for its narrow statutory purpose, and the custodian's record for release proof.
