Three Lyon County Release Systems
The phrase “Lyon County released inmate” can point to three separate custody systems. A person arrested by the Lyon County Sheriff may be taken to a jail outside the county. The official Kentucky Offender Online Lookup, known as KOOL, labels Lyon County Jail as closed, and the Sheriff’s official site does not publish a current roster or recent-release feed. The Sheriff is therefore the first contact for the name of the receiving jail. That jail, not the closed local entry, keeps the booking and physical-release record.
Kentucky State Penitentiary and Western Kentucky Correctional Complex are active state prisons in Lyon County. Their inmates are held by the Kentucky Department of Corrections, even when a conviction came from another county. KOOL, the DOC Daily Releases archive, VINE, and DOC records document those departures. A third path covers federal Bureau of Prisons custody and Immigration and Customs Enforcement custody. Geography alone does not identify the custodian.
| Custody type | First release source | Key caution |
|---|---|---|
| Lyon local arrest | Sheriff identifies the receiving jail | A missing roster name does not prove release |
| Kentucky state prisoner | KOOL and DOC Daily Releases | A transfer is not community release |
| Federal or ICE custody | BOP or ICE locator | Departure may lead to another authority |
Lyon County Release Types
“Released” describes the end of one agency’s custody, not always the end of all legal restraint. A local court may authorize bond, dismiss a charge, impose probation, or award time served. Time served means the court credits custody already completed toward the sentence. A receiving jail may instead transfer the person to the Kentucky DOC, another county, BOP, or ICE. The person left the first jail, but did not necessarily enter the community.
State records use more exact labels. Kentucky Daily Releases can identify parole, shock probation, conditional discharge, mandatory reentry supervision, minimum-expiration discharge, and minimum expiration with a detainer. Parole is supervised community release before a sentence fully expires. Probation is court-ordered supervision that may be imposed instead of, or after, jail time. Discharge means the DOC sentence or a defined part of it has ended. A detainer is another authority’s request to hold or take custody of the person.
| Release label | Meaning | Next check |
|---|---|---|
| Bond or court release | Local jail custody may end under a court order | Jail release sheet and Lyon court file |
| Parole or mandatory reentry | Prison custody ends while supervision begins | KOOL and assigned supervision office |
| Minimum expiration | A sentence milestone or discharge was reached | Actual DOC record and any detainer notation |
| Transfer or detainer | One facility releases the person to another custodian | Receiving agency’s locator or record |
Lyon County Release Record Fields
The best proof of physical departure is a final jail custody log, release sheet, or dated DOC release transaction. Request the record for a named person and a narrow date range. Add the booking number or DOC number when known. Ask for existing documents rather than asking an office to decide whether a person is “free.” Kentucky agencies need not create a new record or answer a general question through the open-records process.
| Field | What it establishes |
|---|---|
| Name and identifying number | Connects the record to the correct booking or DOC file |
| Release date and time | Shows when the named custodian recorded departure |
| Release type or reason | Distinguishes bond, discharge, parole, transfer, or another event |
| Released From | Names the jail, prison, or unit that ended custody |
| Destination or detainer | Warns that custody may have continued elsewhere |
| Supervision information | Shows parole, probation, conditional discharge, or reentry status |
| Charge and court reference | Links the custody event to its legal basis |
| Photo reference | Identifies an agency image if one is maintained |
A court order and a release log answer different questions. The order supplies the legal basis. The jail log supplies the exit time. A parole proposal may predate the actual transaction, while a DOC projection can change before release. Preserve each date and its label when official sources differ.
Request Lyon County Release Records
The Lyon County Sheriff open-records page cites Kentucky’s Open Records Act, KRS 61.870 through 61.884. The Sheriff accepts requests in person, by mail, fax, or email and provides a form. Its published policy says the office responds within five business days. Paper copies cost ten cents per page, while photographs cost five dollars each. Postage may also apply. These terms concern records held by the Sheriff, not records held by a receiving jail or the Kentucky DOC.
- Identify the agency that actually held the person. Call the Sheriff first for a local Lyon arrest when the receiving jail is unknown.
- Give the person’s full name, a narrow custody date range, and the booking or DOC identifier if known.
- Name the existing record, such as the final release sheet, custody-log line, release authorization, transfer destination, or booking photograph.
- Send the request to that custodian and keep a copy. Use the Sheriff form only for Sheriff-held records.
- Compare the response with the court order, KOOL entry, VINE result, or federal locator that covers the same event.

The Kentucky DOC open-records office handles state prison, sentence calculation, and DOC release material. A final Parole Board order follows the Board’s own open-records route. The Lyon Circuit Clerk is the correct local source for court orders and retained case files.

Lyon Court Release Proof
The Lyon Circuit Clerk supplies a durable local path after a receiving-jail roster changes. The official Lyon County court page lists the clerk, office contact, court schedules, and record route. District criminal and juvenile matters are regularly heard on Wednesdays at 8:30 a.m. A signed order may show dismissal, bond, probation, time served, sentence, or another legal basis. Older retained files may require the case and file-locator numbers given by the clerk.
Public access can change after sealing or expungement. Expungement is a legal process that removes qualifying case information from ordinary public access. It does not prove the exact moment of jail departure, and it does not ensure that every outside copy disappears. The Kentucky Court of Justice expungement page provides the current forms, certification process, and fees. Juvenile, sealed, exempt, and expunged material may not remain publicly available even when an agency once held it.
Review the Lyon County clerk page for the official court-record route.

The court contact screen helps route a case request, while the releasing jail remains the source for a precise physical-exit entry.
Search Lyon County Released Inmates
Start with custody type, not a broad name search. A released person normally drops off a live jail roster because that roster is built to show who remains held. Lyon adds another layer: its local jail entry is closed. The Sheriff’s activity reports can document an arrest or transport, but they are not a complete booking or release list. A nearby jail’s current list is only a lead unless the Sheriff confirms that jail received the particular Lyon arrestee.
- For a local arrest, call the Lyon County Sheriff and identify the receiving jail. Check that jail’s record and Kentucky VINE.
- For KSP or WKCC custody, search KOOL, then check the dated Kentucky DOC Daily Releases report.
- Read the Lyon court record when the case arose locally. Match the order to the custodian’s release log.
- For federal custody, use the BOP locator. Use ICE only when a detainer, transfer, or case points to immigration custody.
- Request the underlying record when an online screen is missing, stale, or unclear.
A name disappearing from a current list proves only that the person is no longer displayed there. Confirm release type and destination.

KOOL Lyon Release Search
KOOL is the statewide search for Kentucky correctional custody and supervision. It is the right route for a person held at Kentucky State Penitentiary, Western Kentucky Correctional Complex, another DOC institution, or under Kentucky probation and parole. It may not contain a local-only detainee. Search fields include name, DOC or PID number, offender type, supervision status, location, offense, sentence, county of supervision, and Projected Release Date.
| KOOL field | Use | Limit |
|---|---|---|
| Name | Broad person match | Compare identifiers and details |
| DOC or PID | More exact match | Useful only when known |
| Location | Current or listed institution | A historical transfer needs records |
| Projected Release Date | Sentence estimate | Not an actual release transaction |
| Parole information | Hearing action and future dates | A proposal is not physical release |
| County of supervision | Post-release supervision area | Confirm the assigned office |
The Kentucky DOC Daily Releases archive supplies date-indexed actual transactions. Read the release type and “Released From” field. “Mandatory Reentry Supervision - In State” means release from incarceration into supervision, not full discharge. “Discharged - Minimum/Detainer” warns that another authority may have taken custody. The Lyon County projected release date page separates projected, proposed, eligibility, and actual dates.
Lyon DOC Release Labels
Kentucky’s archived Daily Releases are especially valuable in Lyon because two large state prisons sit inside the county. A report can name the DOC number, person, release type, highest felony class, and releasing institution. The “Released From” field prevents a common mistake: treating every release that occurred in Lyon as a Lyon County criminal case. A KSP prisoner may have been convicted anywhere in Kentucky.
- Projected Release Date
- A KOOL sentence calculation that can change with credits, orders, or other events.
- Proposed Release Date
- A date connected to Parole Board action, still subject to processing and conditions.
- Next Parole Eligibility Date
- The next point for Board review, not a promised exit date.
- Actual release
- A completed jail log entry or dated DOC Daily Releases transaction.
Keep each term intact. A hearing can happen before eligibility, and a recommendation may still depend on placement or another official step. Later KOOL status, the dated release report, VINE, and the final order supply the needed check.
Lyon Release Alerts and Courts
Kentucky VINE and VINELink cover participating local jails and Kentucky adult corrections. A held-person result can show the reporting facility and contact. A not-in-custody result may show a release date. VINE is a custody-change alert service, not a full historical archive. Register by phone, email, text, TTY, or app as offered. Telephone registration uses a four-digit PIN for acknowledgment.
Jail-release calls can repeat every 30 minutes for up to 24 hours or until acknowledged. A scheduled state-institution release may trigger notice 72 hours in advance. A court, credit, or parole event that takes effect at once may not produce advance notice. Confirm the alert with the release sheet, Daily Releases, or court order, especially when a transfer or detainer is possible.
The Kentucky State Police Sex Offender Registry is a separate, specialized system. It applies only to people who have a legal registration duty. It is not a general list of Lyon County released inmates. Registry status or a photo does not establish when a person left custody.
Federal Lyon Release Records
The BOP Inmate Locator covers federal records from 1982 forward. Search by federal register number or by name and identifying details. A result marked “Released” or “Not in BOP Custody” is limited to BOP custody. The person may remain under federal supervision or may have moved to another authority. A federal prosecution connected with conduct in Lyon County can exist without a matching Lyon court disposition.
ICE’s detainee locator uses an A-number with country of birth or biographical search data. Official ICE material describes current adult custody and a recent-release window of about 60 days. A no-result is not conclusive. Name spelling, number format, age, and time since release can affect the result. Use ICE only when a known detainer, transfer, or case supports that route. No official Lyon ICE detention contract was established.
Open the federal locator to see the federal search fields.

The federal screen confirms BOP status only, so any known state, local, or immigration transfer must be checked separately.
Lyon Release Records by Status
Choose the system that answers the exact question. Current-custody lists answer who is held now. Release records answer when and why one custodian ended control. Court files answer what a judge ordered. Supervision sources answer what happened after incarceration.
| Status or event | Best Lyon County source | What to verify |
|---|---|---|
| Local person still held | Receiving jail identified by Sheriff | Current booking and facility |
| Local person released | Receiving-jail release sheet plus court | Exit, reason, and other holds |
| State prisoner released | KOOL plus DOC Daily Releases | Actual date, type, and supervision |
| Federal release | BOP locator and federal record | End of BOP custody and supervision |
| ICE recent release | ICE locator and case record | Limited-window result and destination |
Lyon County Release Facilities
Lyon’s facility map is unusual. Kentucky State Penitentiary is the primary mapped facility and a KY DOC state prison in Eddyville. Western Kentucky Correctional Complex, including the Ross-Cash Center operation, is another DOC complex; movement within the complex or to another prison is a transfer. Lyon County Jail appears only as a closed historical KOOL entry. For a present local arrest, call the Sheriff before choosing a receiving-jail search.
- Kentucky State Penitentiary: state-prison releases use KOOL, Daily Releases, VINE, and DOC records.
- Western Kentucky Correctional Complex (including Ross-Cash Center): state release or discharge follows the same DOC route.
- Lyon County Jail (closed): a historical entry, not a current roster or release source.
These labels preserve who had custody. They also prevent a state-prison release from being described as a local Sheriff release.
